International Finance Report: Report round table III - Budapest Presentations: Global crisis and its impact on development countries - Joanna Siwinska Financial crisis in the New Independent States (NIS) countries: its possible impact and challenges for development - Petru Veverita, CASE Moldova Challenges for development Impact of the financial crisis to international development cooperation - Adam Kirchknopf The politics of Crisis: beyond orthodoxy - Gabor Scheiring G20 London Summit Outcomes Output: The primary topic of the first day was global economic crises and its impact on development policies on different level (national level both in donor and developing countries and regional, V4, level). This was discussed through lectures and on a cross-sectoral roundtable. Invited participants of the first day are journalists, academics, governmental organisations and NGO representatives. On the second day NGO participants learnt more about how to write policy brief in practice. Based on the information and articulated arguments around global economic crises and impacts on development cooperation on the first day, with the facilitation of ODI project partners and participating NGOs can outline a regional policy brief that can be further used in their own policy work and present it in the media. The second day was open only for NGO participants. Objectives: a. Provide an opportunity for NGDOs to engage with and discuss issues around the global economic crisis, its impact on the developing world and implications for development cooperation policy and implementation in Visegrad countries b. Identification policy focus of policy brief, develop a policy brief plan and develop outline c. Provide team members with an introduction to the principles/content of a good policy brief and the stages of developing a policy brief Roundtable discussion Roundtable moderator: Daniel Izsák – journalist Participants: Ádám Kirchknopf– Ministry of Foreign Affairs, Gábor Scheiring – Protect the Future, Daniel Fekete – Hungarian Interchurch Aid Presentation 1.: Ádám Kirchknopf - MFA Remarks to the presentation: In 2008 the ODA spending of Hungary was 0,075 % of the GNI. It is a bit lower then 2007 but there was no dept relief this year. Hungary has 5 target countries: Serbia, Bosnia & Herzegovina, Vietnam, Moldova and Palestine Authority and ca. 10 country + Africa as partners. Abbreviations in the ppt.: EIF: Enhanced Integrated Framework , CEFTA: Central-European Free Trade Agreement, NTB: non-tariff barriers, GAERC: General affairs and External Relations Council, IFI: International financial institutions Presentation 2.: Daniel Fekete (Hungarian Interchurch Aid) As emergency organization, HIA faces the problem of the decrease of private donations with 80-90%. HIA has also domestic activities supported by private donors. We are having troubles with the present change in the laws regarding private donations. In the recent changes in the law the government is planning to cut all tax discounts for private donations. Afghanistan: problems with finance – loss on exchange rate is very high, can be 30-40% loss. The problem with the projects, which were supported before the crisis is the same.
Presentation 3.: Gábor Scheiring (Protect the Future) Remarks to the presentation: Not the negative budget deficit is the only important thing! Not the welfare is the only problem! There is a big problem with the bank sector. Bad sequencing of the reforms. There was a boom in the housing prices. Solution could be the strengthening the own labour.
