ROUNDTABLE V - POLICY COHERENCE DEVELOPMENT Date: 29-30 October 2009 Venue: Civis Polonus Foundation, ul. Kredytowa 4, lokal 18, 00-056 Warsaw, Poland The fifth roundtable, which was held in Warsaw, is part of the project led by CASE – The roundtable, is part of the project led by CASE – Center for Social and Economic Research (http://www.case-research.eu/) and Overseas Development Institute (ODI, http://www.odi.org.uk/) with the participation of the NGDO platforms from the Visegrad group (Czech Republic, Hungary, Poland, Slovakia, so called V4) and funded by the European Commission. The main objective of the project is to promote a greater understanding of the development challenges, to facilitate greater public support in New Member States for poverty reduction efforts and to contribute to more strategic and evidence-informed policy dialogue and engagement for international development issues. Presentations: - Importance of Policy coherence for development (Marc Levy) - Examples of Incoherence (Nina Jósefina Bąk) - Challenges for Policy Coherence for Development (Romain Phillipe) - Advocacy and Lobbying, issue and power analyses, nine steps for lobbying, policy influencing methods & lobby tactics (Huub Sloot, Else Boonstra) The primary topic of the first day was Policy Coherence for Development (PCD) in Visegrad Countries in order to strengthen the knowledge of NGOs in this field. This has been discussed through lectures and on a cross-sectored roundtable. The topic of the second day focused on lobbying. In four sessions followed by group exercises, participants learned in an interesting way how to use lobbying and advocacy, experiences with PCD advocacy at national level will be shared. Objectives: 1) To gain knowledge on policy coherence for development (PCD) from the European level and NGDO perspectives 2) To gain knowledge on how to work on Policy Coherence for Development 3) To learn from some concrete cases of policy incoherence 4) To strengthen our practical understanding of the basic conditions for lobbying and advocacy on PCD issues. 5) To strengthen our practical skills on how to strategize for lobbying and advocacy 6) To give insights into actual PCD developments at the European level 7) To share information on national advocacy on PCD issues from other countries. Participants: Representatives of the national platforms of the Slovak Republic, Czech Republic, Hungary and Poland; NGDO representatives from the host country (Poland); experts; media representatives. ODI and CASE representatives. Outcomes: Participants gain knowledge on PCD, the general viewpoint from the European Level, what PCD means in practice for NGDO’s and some stories from the field of a developing country. Participants improve their capacities in the field of lobbying. Participants share their new knowledge with colleagues and peers.
